PROJECT DESCRIPTION
The project aims to strengthen and develop the capacity of teachers and school based management to provide proper facilities for quality education. The project will offer training on Child Rights and Protection for the benefit of the local authority, teachers and the community with respect to Child Rights. Additionally, “Effective Learning and Teaching” at Child Friendly Schools will be reinforced at six community schools, and twelve state schools. The project will mobilize local resources to enhance school facilities and promote safe and clean school environments.
The project aims to utilise existing experience to build ownership with the Provincial Department of Education Youth and Sport, the local authority and community to sustain the operations of community schools. This will involve integration with the sub-national decentralization process and working closely with Commune Councils to prioritize the education sector into the Commune Investment Plan (CIP).

WHAT PROBLEM / SITUATION DOES THE PROJECT AIM TO ADDRESS
It has been identified that in the Rukhak Kiri district, Battambang Province, many community schools lack proper facilities, equipment, and materials. The school and surrounding environments are considerably poor for children and teachers. Clearly this creates many barriers in adopting and maintaining a Child Friendly School. Sadly, development agencies have ignored these issues because the areas are too remote and difficult to access. The schools lack teaching materials and student materials, but also basic building facilities such as roofing, playgrounds, and libraries. The child friendly atmosphere is absent, and the environment does not attract children to the schools for learning. There are some state schools that exist in the area, but the distances between the residences of children and the schools are large (often approximately 6 kilometres), and children cannot walk this far. The dropout rate is significantly high when compared to all districts in the province.
The level of understanding on child rights is critically limited. Parents and communities are not aware of basic child rights. Information dissemination on child rights has not reached village levels.

SPECIFIC PROJECT ACTIVITIES
- Build new schools (better locations and shorter distances for access to schools)
- Provide school materials to children
- Facilitate school enrolment campaign
- Train teachers / school directors on child rights and child protection
- Renovate community school compounds
- Review and establish School Supporting Committees
- Establish child clubs
- Train and mentor child clubs leaders
- Facilitate workshop(s) with families on domestic violence, child abuse…etc
BENEFICARIES
- 677 children (Female 367), 6-14 years old - community primary schools
- 200 vulnerable children (50% female) 6-12 years old - state primary schools
- 480 children (65% female) aged 18 years or below - have been selected to be members of child clubs in 4 communes.
- 32 child club leaders (50% female).
- 78 Teachers (32 females) in 18 schools (12 state schools and 6 community schools)
- 30 school directors and deputy school directors, and officers from D.O.E
- 90 members from 18 School Support Committees
- 80 domestic abuse assistance cases from 16 villages
- 8 Commune Council members including members from the Commune Council for Women and Children (CCWC)
INDIRECT BENEFICARIES
- 70% of community people (22, 348) in 16 villages
- Approximately 4,700 students of the 12 state schools.
- 60 local authorities (48 village chiefs, 12 commune councils)
